Literacy educator training in the Kingdom of Morocco

Supported by Huawei, this project will promote the Kingdom of Morocco's participation as a new beneficiary country of the GEC-GAL initiative.

The UNESCO-led Global Education Coalition and the Global Alliance for Literacy (GAL) launched an initiative to promote quality literacy provision by increasing effective use of technologies in literacy instruction and learning, during and beyond major crises such as the COVID-19 pandemic. In cooperation with the Moroccan National Agency for the Fight against Illiteracy (ANLCA), the UNESCO Regional Office for the Maghreb, and with the support of Huawei, the GEC-GAL initiative will be implemented in an addition country: the Kingdom of Morocco. It will benefit from the initiative's continuing commitment to:

  • building the capacities of youth and adult literacy educators by developing and offering a set of training modules and designing digital skills monitoring and assessment tools;
  • enhancing the capacities of relevant national institutions, such as ministries of education, ministries of higher education, teacher-training institutions and colleges, and NGOs that train and support youth and adult literacy educators, and contribute to network-building among relevant literacy stakeholders and partners.

Press release (23 April 2024): Initiative to advance literacy learning in Morocco launches

Literacy is the foundation of lifelong learning and a driver for sustainable and participatory development. In light of the digital transformation, it is essential that literacy instruction leverages the full potential of technology. We are proud to support the Kingdom of Morocco as a member of the UNESCO Global Alliance for Literacy in improving the digital skills of 10,000 literacy teachers by 2025.

We designed Huawei’s Seeds for the Future programme to be open and inclusive, and we would love to see the same spirit in the Literacy Educator Training programme led and promoted by the UNESCO Institute for Lifelong Learning, which wisely uses the digital technologies to amplify education resources.

In order to reach a larger number of literacy teachers, this project will integrate additional learning modalities, such as online self-learning courses in the national languages - Arabic and French. This is part of the Moroccan government's efforts to digitize learning in all sectors, including literacy and adult education.

The training modules of this project will be integrated into the training offer of the hybrid Institute for Training in Literacy Professions (IFMA), currently being set up within the National Agency for the Fight against Illiteracy (ANLCA).  In addition, UNESCO will promote synergies between this project and the International Center for Artificial Intelligence of Morocco - AI Movement. The implementation of the project will be supported by UNESCO's Multi-sectoral Regional Office for the Maghreb in Rabat.

ANLCA, aware that the digitalization of literacy programmes and training offers new opportunities for learning and for the socio-professional inclusion of individuals, has since 2017 promoted distance learning, for example by developing mobile applications based on existing literacy programmes and by establishing the Institute for Training in Literacy Professions. Morocco’s participation in this GEC–GAL initiative will reinforce these efforts and will accelerate the production of a set of generic digital skills training modules for literacy trainers in synergy with the Moroccan context and the Institute for Training in Literacy Professions standards.
